The COBRA program will also get $25 billion over the next 10 years. The plan to transition from paper to electronic records is also addressed in the bill with $17.9 billion. Under the plan, certain qualifying doctors who accept Medicaid patients will receive bonuses toward their costs. This will encourage more doctors to take on Medicaid patients.

Indexes are often used as a measuring point for how well the market is doing as a whole. The Dow is calculated through a price weighted average. Instead of a simple average, it is calculated by adding together the price of each of the 30 stocks and dividing it by 30 in order to keep it proportional.

The S&P 500 is short for Standard & Poor's Composite 500. This index is better than the Dow because it includes 500 stocks and is a market value-weighted index. This means that the value is calculated based on the market value of the shares outstanding. For example, if one stock has stock outstanding at twice the value of another, it is weighted twice as much.

Mortgage companies factor the rear end ratio in a simalar manner to front. The only real difference is instead of comparing income to just the house payment it is compared to the house payment plus all other monthly debt payments.

For FHA this ratio is best not to exceed 41%. For conventional loans it is 38%.

Where you can get into a little trouble in determining these ratios is factoring the proper income. Factoring monthly debt is a piece of cake comparatively.

For those on salary who have been on the job for a year plus, it is simple. Most people are not paid so simply.

What if you are self employed for 1.4 years? Maybe you are a traveling nurse and have been in town for six months. Maybe you get lots of overtime.

This is only a partial list. It's much more extensive.

A good rule of thumb if you are basically self employed or receive most of your income via commission is to average your last two years tax returns.

Most hate me for saying that to them, but lenders look at facts when determining how much they will lend to you. Especially today with all the financial turmoil.

The first step to take when starting a budget is to choose a budgeting method. You can use something as simple as pen and paper, or you could go an easier way by using Excel spreadsheets or a budgeting software program. Any of these will work just fine, but some will be easier than others.

Next, you need to write down all of your income sources. These are called your cash inflows. These include wages, bonuses, tips, interest income, capital gains, dividends, and any other money you make each month. Record these as your monthly cash inflows.

Then, do the same with your monthly cash outflows. Your cash outflows are everywhere you spend money. These include mortgage or rent, car payments, gas, food, clothes, utilities, entertainment, and absolutely everything you spend your money on every month. Include everything, whether you pay cash, check, or with a credit card.

By taking the difference of these two values you will find your net cash flows. If you have a positive net cash flows, this means you have extra money. Lets say your net cash flows is $500. You have $500 extra every month after all these expenses. You might normally put this into savings or investments.

A negative net cash flow is a sign up debt. If you are spending more money each month then you are taking in, you are putting yourself into debt. For example, if you come up with -$500, you are going into debt by an extra $500 each month. Tack on the interest rate you are probably being charged (most likely on a credit card) and that debt is growing even faster.

If you get on or around zero, you are breaking even. You're probably happy that you're not going into debt, but your not saving either. If you have no savings put aside and you end up in an emergency situation, you will probably end up in debt. You need to cut back on your outflows so that you can save.

To keep up a budget, you need to continue to record all your income and expenses every month. After youve gone through everything and found where you can cut back, make sure you only buy where you have allowed yourself.

Always pay off the entire balance on any credit cards you have each month. You'll save a load of money on interest. If you have credit card debt, stop using your credit card and work on paying it off as soon as possible, or sooner. Stop charging all together, even after debt is paid off, if you have trouble spending with credit cards.

Stick with your budget. As time goes on, it will get easier. Continue to adjust it until you are saving what you need and can live by it. Eventually, following your budget will become second nature. Set up savings goals to put the money you are saving to good use such as paying off debt, building an emergency fund, buying a house, etc.

The net amount available to pay the lender is often more with a negotiated short sale than a home acquired through foreclosure and then resold to the highest bidder. Lenders are now so overwhelmed with REOs (repossessed homes) that they simply can't afford to add more foreclosure homes to an already enormous roster of non-income generating assets. The soaring costs of foreclosure aren't the only reason that lenders look to short sales as an alternative.

They also face major scrutiny from local municipalities to maintain their repossessed empty houses in good condition in order to keep drug related activities away, as well as reduce the vandalism. Some local government go as far as filing lawsuits against lenders who have a high number of REO properties in the area causing further expenses and losses. Under these circumstances a quick short sale settlement may look likeas a desirable alternative to foreclosure.

Many lenders slash prices deeply in an attempt to get rid of their crowded REO inventory, and lenders now realize just how much of a financial burden a large inventory of REO homes can be.
